This patch upgrades ArcGIS Desktop and Server support for the 1.0 version of the GeoPackage standard. The patch fixes several issues which were found with our implementation, adds several new utilities to allow the validation of a GeoPackage and it improves loading/import performance where it was previously quite slow.
